(1) If only one letter of intent is received
after making an invitation for the letter of intent pursuant to Rule 7 or if at
least Two persons submitting the letters of intent cannot be selected from
the evaluation made pursuant to Rule 10, the Ministry has to re-invite the
letter of intent, after fulfilling the procedures as referred to in Rule 7.
(2) While making an invitation for the letter of intent pursuant to
Sub-rule (1), the persons selected pursuant to Sub-rule (3) of Rule 10 shall
be held to remain valid if they so wish.
